Abstract:

The paper relates to the Bangladesh garments sector. Garments workers are badly exploited by the factory owners in collaboration with their foreign buyers resulting in a sub-human standard of life of workers. The occasional agitations for higher wages and better amenities for workers are alleged to be fanned up to violence by some interested quarters together with the privileged unorganized labour leaders and certain NGOs. The recent violence following the declaration of the Wage Structure 2010 is alleged to be backed by those interested in taking away this industry from Bangladesh. The paper highlights the major problems faced by the industry and suggests solution in the light of the teachings of Islam.

COMPLIANCE PRACTICES AND CHALLENGES IN READY MADE GARMENTS INDUSTRY OF BANGLADESH

Abstract : The aim of this research paper is to find out the compliance

factors  practiced  by  readymade  garments  industry  as  wel   as

chal enges  to  implement  it.  Researchers  has  found  that  compliance

issues are not same in al  section of garments such as knitting section,

dyeing section, fabric finishing section, cutting section, sewing section,

finishing section have different compliance  elements in their different

wing.  Though  the  compliance  issues  are  clearly  defined,  the

employees  and  owners  are  not  in  real  situation  to  implement  this.

Chal enges, include less educated managers, high cost to implement,

bureaucratic problems, employer-employee relationships, ignorance of

employee welfare, are raising unrest in  garments sector day by  day.

Garments  owners  should  give  emphasis  on  this  issue  to  keep  and

grow the quality and quantity in this sector.

Background

BASIC Bank Limited (Bangladesh  Small Industries and Commerce Bank Limited) registered under the Companies Act 1913 on the 2nd of August, 1988, started its operations from the 21st of January ,1989. It is governed by the Banking Companies Act 1991. The Bank was established as the policy makers of the country felt the urgency for a bank in the private sector for financing small scale Industries (SSIs). At the outset, the Bank started as a joint venture enterprise of the BCC Foundation with 70 percent shares and the Government of Bangladesh (GOB) with the remaining 30 percent shares. The BCC Foundation being nonfunctional following the closure of the BCCI, the Government of Bangladesh took over 100 percent ownership of the bank on 4th June 1992. Thus the Bank is state-owned. However, the Bank is not nationalized; it operates like a private bank as before.

In general, companies publish their annual reports which include an income statement (or profit and loss account, or statement of comprehensive income, or statement of earnings), a balance sheet (statement of financial position), and a cash flow statement (or statement of changes in financial positions) and the information provided in the foot notes in such reports in money terms. In developed countries, a significant number of companies now disclose the impact of their activities on the environment. A review of literature from Western and Asia-Pacific regions indicate a low level of environmental disclosure practices but there has been a considerable increase in the number of organizations performing environmental accounting and reporting. (Gibbon and Joshi, 1999) This information frequently takes the form of details about the firm's emissions into air, or waste to water, or details of fuel and materials used. Some reports are more detailed than others and may be descriptive or include quantitative data produced from environmental performance indicators. In Bangladesh, there is still no disclosure in the financial statements of companies in this regard. As environmental legislation is strengthened and becomes more intense, companies will be required to take a cleaner approach to production.

Rabindranath Tagore is an Indian poet from the erstwhile Bengal who won the Noble Prize for Literature for his anthology of poems, Gitanjali. The work has been praised by the likes of W. B. Yeats and Ezra Pound and gave a strong message of love, freedom and spirituality to its readers, thereby garnering universal appeal. Gitanjali is a pilgrimage in the search of the one Divine being. Tagore’s religion is not compartmentalized; rather it is deep rooted in the love for humanity. For him, love for his brethren is a pre-requisite in order to attain heavenly graces. Therefore, the thread of spiritual humanism runs through Gitanjali. This paper starts on an elucidation of the fundamental strand of spiritual humanism: the presence of the Infinite in the Finite. It then proceeds to depict how Tagore criticized blind worship of deities and sacred spaces, whereby they should have loved their brethren, instead. It also underscores the hollowness of rituals, material possessions and evil vices which act as an impediment between the Divine and the human being. It rounds up by highlighting the transcendentalism in Tagore’s spiritual humanism and the need for charity.

National Legal Aid Service Organization: Problems & Prospects

1.1 Background of the Research

Article 27 of the constitution of the Peoples Republic of Bangladesh guarantees that "All Citizens are equal before law and are entitled to equal protection of law."

Article 33(1) of the constitution entails that any person arrested shall be detained in custody without being informed immediately the grounds for such right to consult would defend in a legal practitioner of his choice. Despite such provisions, many people in Bangladesh are deprived of their constitutional rights to access justice due to poverty faced by them. Most of the people are not only poverty - but are also deprived of minimum basic needs of life. Modern life and civilization are beckoning of lack of knowledge keeps the indigent people illiterate and wants his still kept them subjugated and ignorant of the litigants are unable to reach the doorsteps of assuming and impectatcable often leaving the poor litigants to silently bear the agonies of injustice.

In order to ensure access to justice to the poor and indigent people, the government of Bangladesh enacted the Legal Aid Services Act 2000 (LASA). Thereafter, National Legal Aid Service Organization (NLASO) was established to implement the4 Government Legal Aid Program across the country. NLASO provides legal aid to the poor litigants who are incapable of seeking justice due to financial insolvency, destination, helplessness and also for various socio-economic conditions. The general directions and administration of the affairs and functions of NLASO is vested in the national board of management which consist of 19 members and 13 chaired by Hon'ble Minister, Ministry of Law, Justice and Parliamentary affairs. There are 64 districts legal aid committee (DLAC) through which (NLASO) implements the Government Legal Aid Program at the district level.

DLAC maintains a legal aid fund allocated by the amonut which is spent for poor litigants upon their applications. There are upazilla and union level committees also working to spread the legal aid programme at the grassroots level.[1]
